Pakistani Taliban confirm peace talks with Islamabad

PESHAWAR: The deputy commander of the Pakistan Taliban, who have been waging a four-year war against the government in Islamabad, confirmed the two sides were in peace talks, a move that could further fray the US-Pakistan relationship. 
“Our talks are going in the right direction,” Maulvi Faqir Mohammad, the commander of the Pakistani Taliban in the Bajaur tribal agency and the No. 2 commander overall, told Reuters.

khyber pukhtoonkhwa budget 2011-2012 : khyber pakhtoonkhwa budget 2011

The provincial budget of Khyber Pakhtunkhwa (KP) for the fiscal year 2011-12 will be presented at 3 pm today (Saturday).
Official sources have revealed that the budget is likely to have an outlay of Rs249 billion with no new taxes imposed.

KP Governor Barrister Masood Kosar has called for the Provincial Assembly session at 3 pm today where the provincial budget will be presented by the Finance Minister Mohammad Humayun Khan.

Sources told that the budgetary proposals include Annual Development Programme (ADP) worth Rs85 billion out of which 70 per cent will be allocated for the ongoing schemes while the remaining amount would go to new projects.

The foreign aid component, which in the current year was around Rs9 billon, had now jumped to Rs12 billion while the indigenous development outlay might be around Rs68 billion for the fiscal 2011.

The cabinet will consider increasing the funds of the members of the provincial assembly (MPAs), which in the current ADP were Rs10 million per MPA. An increase of 50 or even 100 percent has been proposed in the development fund for the lawmakers.

The sector-wise increase in the development funds will be negligible though the roads sector, the portfolio being held by the chief minister, has been allocated Rs8 billion more in the current fiscal.

The chief minister after the revision of the existing projects has already approved 20 percent premium on the ongoing projects in the roads and works sectors. He is holding the portfolios of both the sectors.

The sources, however, said the provincial government neither increased nor decreased the funds for the annual development programme in the districts and the Rs150 billion district ADP component will remain intact. The district ADP also includes the Rs75 million special incentives of the finance minister and those of the chief minister. They said the special incentives of both the chief minister and finance minister will stay intact.

After the law and order crisis, major portion of the development funds would be spent on the water resources and flood rehabilitation projects. The sources added that during the current fiscal year the provincial government could not complete any major rehabilitation project and this time, too, the funds would be spent on the projects, which could not be completed in the current fiscal year.

The province will receive Rs18 billion from the federal government as aid for the on-going war against terrorism.

The provincial government has decided not to introduce any new tax, however, the rates of existing taxes will be increased and the number of taxpayers will be enhanced.

The SC Thursday took suo moto notice of cold blooded killing of young man by Rangers personnel and summoned DG Rangers Sindh Maj. Gen. Chaudhry Ejaz, Sindh Chief Secretary Abdul Subhan Memon, IG Sindh Fayyaz Leghari and Provincial and Federal Home Secretaries for today's hearing.

A five-member larger bench of the SC headed by Chief Justice Iftikhar Muhammad Chaudhary heard the case.

While hearing the case, Chief Justice of Pakistan (CJP) Iftikhar Chaudhry said that Rangers are involved in target killing instead of stopping it. DG Rangers and IGP should have resigned after the incident, he remarked.

Chief Secretary Sindh accepted the failure of civil administration and surrendered before the court upon which the CJP asked him to find a way out of this mess.

Interior Secretary told the court that Rangers are under the admin control of Sindh government and the deployment notification is revised after every three months.

The CJP has asked to submit the Rangers deployment notification in the court.

During the break Attorney General and Federal Interior Secretary went to Prime Minister House to meet PM Gilani but later told the court that they could not meet the premier because he was busy in the National Assembly.

The bench then ordered to remove the IG Sindh and DG Rangers Sindh. It was also ordered that if they were not removed than their salaries are stopped.

The trial court was also instructed to hear the case on daily basis and complete it within 30 days. The apex court appointed DIG West Sultan Khuwaja investigation officer

The Punjab Budget for fiscal year 2011-2012 was announced on Friday by Provincial Finance Minister Kamran Michael, Geo News reported.

A scuffle took place as the budget was being announced between opposition and government MPAs. The total outlay of the budget was Rs. 655 billion out of which Rs. 220 billion have been allocated for development programmes.

The budget also includes Rs 19 billion in foreign aid. The 2011-2012 Punjab Budget compared to last year’s saw an increase of Rs. 90 billion. A 15% increase in the salaries of government employees has been allocated in the budget. Rs. 23.90 billion has been allocated for education and Rs. 26.40 billion for health. Rs. 50 billion have been allocated for the Police and maintenance of law and order in the province.

Al Qaeda leader Osama bin Laden is dead, and President Barack Obama announced his death, nearly 10 years after the September 11 attacks in a televised address, a senior US official said.

The official said that Bin Laden was dead, but did not provide details of how his death occurred.

US media quoted sources as saying that Bin Laden was killed in an operation based on actionable US intelligence targeting a mansion outside Islamabad.

Obama was imminently to address Americans in a highly unusual Sunday night appearance on television.

The death of Bin Laden will raise huge questions about the future shape of al Qaeda and also have steep implications for US security and foreign policy 10 years into a global anti-terror campaign.

Pukhtoon Students Federation (PSF) is a leftist and nationalist student organization and a student wing of the Awami National Party formally known as (National Awami Party) in Pakistan. It was founded by Asfandyar Wali Khan in 1968 who became its executive committee member.
It is present in various universities of Pakistan especially in the Khyber Pakhtunkhwa Province. Bashir Sherpao is the Central President of Pukhtoon Students Federation.
Pukhtoon students federation was founded on 8th April 1968 at the historical tomb of the great national hero Khushaal Khan Khattak. It is an student organization that is leftist, secular, liberal, progressive and nationalist in nature. Although independent, It is the student wing of Awami National Party. It is present in numerous educational institutions of Pakistan. This federation is the continuation of the epic struggle of Khudai Khidmatgaran and Tehrik e Anjuman e Islah e Afghana. the foundation of it coincided with the worst racial oppression and social injustice of the rulers of those times under one unit system. Every student belonging historically to the region Pukhtoonkhwa irrespective of his/her color, race language and religion can become member of PSF. Pukhtoon Students Federation (PSF) is the legacy of Khan Abdul Ghaffar "Bacha" Khan (1890 - 20 Jan 1988) خان عبد الغفار خان a Pashtun political and spiritual leader known for his non-violent opposition to British Rule in India and his Khudai Khidmatgar movement. His grandson Asfand Yar Wali Khan as a student activist, during the national uprising against the dictatorship of General Ayub Khan, launched & organized PSF & became its Central Executive Committee member. Pukhtoon Students Federation opposed the military dictatorship of General Yahia Khan who replaced Ayub Khan through a coup-de-tat in 1969 and banned PSF along with all political activities.
The PSF has the following organizational structure: 1. Central Cabinet Bashir Sherpao is the President of Pukhtoon Students Federation. Formally he has been Pukhtoonkhwa President. Talking to media men outside the Parliament house on Friday, he said, he talked about misuse of blasphemy law during his visit to India.

Commenting on his meeting with Indian leaders, he said, he has asked Indian leaders to enhance people to people contacts between both countries.


Whenever relations between Pakistan and India normalize some elements tried to create differences between both countries through an unfortunate incident, he said.

Cordial relation among Pakistan, Afghanistan and India was need of hour, he said. When asked about alliance between Pakistan Peoples Party (PPP) and Pakistan Muslim League (Q), he said, the alliance between both Parties would bring democratic stability in the country.

He advised PML-N to include in reconciliation Process. The alliance between PPP and PML-Q would cause no effect on current ruling alliance, he claimed.

Political Parties are free to join hands with anyone, he said. He said his Party would back formation of new Provinces in accordance with the constitution.

Pakistan suspended delivery of supplies Saturday to NATO troops in Afghanistan via its land border for three days as campaigners began a sit-in on the supply route over US drone attacks.

Supporters of cricket hero-turned-politician Imran Khan's Tehreek-e-Insaf (Movement for Justice) party were gathering on the Peshawar ring road Saturday for the planned two-day sit-in aiming to block the route used by supply trucks.

The party called the demonstration to protest over US missile attacks from unmanned aircraft in Pakistan's lawless tribal areas, which many feel infringe on Pakistani sovereignty and which locals say sometimes kill civilians.

"They (the US) are losing the war -- they can never win it," Khan told a gathering in the northwestern town of Akora Khattak on his way to the protest site in the Bagh-e-Naran neighbourhood.

"The sit-in will start today and will end tomorrow," he added.

The administration in Peshawar said the NATO trucking service had been halted for three days, and the vehicles ordered to park in other cities on the route from Friday.

Organisers said they expected more than 20,000 people to gather locally for the protest, and many more to arrive in the caravan accompanying Khan.

In an article in Pakistan's The News, Khan said that "today we Pakistanis of all shades and convictions need to come together to support our FATA (Federally Administered Tribal Areas) brethren and protest their killing and displacement.

"It is not enough to simply issue statements against US policies and drone killings; we need to act so that the voice of the people becomes a force for the rulers to reckon with," he said.

Banners on Peshawar's main road bore the message "Stop drone attacks on innocent tribal people," and images of crossed-out drone aircraft, while posters of Khan and his party dotted the city.

Covert missile strikes targeting militants in Pakistan's lawless border regions, believed to operate with the tacit consent of Islamabad, stoke rampant anti-American sentiment throughout the South Asian nation.

Public anger rose amid a diplomatic furore between the two nations over a drone attack on March 17, which killed 39 people including civilians.

US officials said Friday that the global superpower was considering providing unmanned drones to Pakistan for aerial surveillance, despite tensions between the two countries over measures to combat terrorist activity.

NATO supply trucks and oil tankers are the targets of frequent attacks blamed on insurgents attempting to disrupt supplies for more than 130,000 international troops fighting in Afghanistan.

Most supplies and equipment required by coalition troops in Afghanistan are shipped through Pakistan, although US troops increasingly use alternative routes through central Asia.

Two truck drivers have been killed this week by militants in revenge for transporting goods for NATO.

More than a dozen people have been killed while 35 sustained injures in a powerful blast that ripped through Rami Club building near Ghaas Mandi area in Lyari locality on Thursday,
Police and emergency services rushed to the blast site and kick started rescue activities, as death toll is feared to rise further. Bomb disposal squad has also been called in.

The rescue sources have put the death toll at fifteen and the injured at 3 in the explosion.

Most of the injured have been shifted to Civil Hospital where emergency has been declared, said hospital sources.

One of the injured has been rushed to Jinnah Hospital.

Over 10 injured people are said to be critical in condition.

The Medico Legal Officer (MLO) at Civil Hospital said that more than 12 dead bodies were brought in besides more than 30 injured.

The police are trying to ascertain the nature of the blast. No dead or injured man has been identified as yet.

Police and rangers are now resorting to baton charge to disperse people to facilitate rescue activities.

According to a press release of Bacha Khan Markaz issued here on Tuesday, ANP President would deliver a speech during the century celebration of Jamia Islamia New Delhi.

During the visit, Asfandyar Wali Khan will also deliver lecture in khudai Khidmat Gar Movement.

ANP Central President Asfandyar Wali Khan is leaving for New Delhi on a week long visit on Wednesday. He will address to Jami Millia's 100 years function and will meet Indian officials including Sonia Ghandi. He is also expected to attend Indian Khudaie Khidmatgars function to open their website.

Fasi Zaka is a television host, satirist, political columnist, radio talk show host, music critic, academic and Rhodes Scholar in Pakistan. He is recognized for being one of the few media polymaths in Pakistan with a successful presence in print television and radio, he is a public intellectual who employs humour from a political and democratic perspective in his media forays. Because of this extensive presence he was declared one of Pakistan's newsmakers of the year in 2006. Born on 9 October 1976 to a Pakhtun family from Charsadda, Zaka received his elementary schooling in Peshawar where he stayed until he acquired his Bachelor's degree from Edwardes College in Peshawar and Master's degree from the University of Peshawar. Zaka is also a University of Oxford postgraduate funded as a Rhodes Scholar in the session 2001 - 03 from Somerville College where he was elected President of the MCR for Graduates and subsequently elected life member. He is a member of the Mohammadzai tribe.

ANP provincial leader Hanif Khan advocate were gunned down when he stepped out of his house in Metroville Site area, to offer Fajr prayers. He was taken to Jinnah hospital in seriously condition where he succumbed to his injuries. The deceased Hanif Khan advocate was ANP’s general secretary of Metroville Site area in Karachi. Killing of the ANP activist sparked unrest in the city and Old Golimar area, where the angry mob of ANP supporters pelted stones at public properties and set tyres on fire. The protesters blocked the road with burning tyres in Site area and demanded of the government to arrest the culprits. Karachi Bar Association also condemned the killing of Hanif Khan and announced to hold protest in the compound of the court. After target killing of the ANP leader, situation in various areas of the city including Orangi Town, Site area and Banaris Town was tense, while the police and law enforcement agencies failed to control the worsening situation in these areas.

Raymond Davis released



ISLAMABAD: An Additional Sessions judge Wednesday set free CIA contractor Raymond Davis, who killed two Pakistanis on a busy road in Lahore, after payment of blood money (Diyat) in accordance with Sharia law of Pakistan, sources said.

Talking to Geo News, Punjab Law Minister Rana Sanaullah said the court released Raymond Davis after the family members of the murdered men appeared in the court and pardoned the US National after an agreement was reached between the two sides. “He has been released from jail and now it is up to him to leave the country whenever he wants,” the Minister added.

The families of the murdered men, Fahim and Faizan, accepted the blood money of 2.34 million dollars (equal to Rs200 million) while, according to sources, four visas were also part of the deal.

The killings by Raymond Davis in Lahore in January strained relations between Pakistan and US, who repeatedly insisted Davis was an embassy employee and enjoyed diplomatic immunity, particularly after it emerged he was working for the CIA.

A spokesman for the US embassy in Islamabad said he could not immediately confirm the report. Lawyers for the families of the two men shot dead in a busy Lahore street on January 27 said they had been held for four hours at the jail court where Davis was being tried on Wednesday, but had not been allowed to witness proceedings.

Blood money, or ‘Diyat’ is a provision under Islamic sharia law in which compensation can be paid to relatives of those killed to secure a pardon, and is commonly used to resolve such cases in Pakistan.

The Davis case had sparked protests in Pakistan, with religious groups angrily denouncing the American who claimed he acted in self-defence to fend off an armed robbery when he shot dead the two men.

US authorities insisted Davis was protected by full diplomatic immunity, but the Pakistan government refused to back that claim and a decision on his status was on Monday deferred by the Lahore high court for criminal judges to decide.

Revelations that Davis was a CIA contractor heaped pressure on Pakistan's embattled government and further ramped up burning public mistrust of Washington, damaging fragile relations between the two wary allies.

A third Pakistani was struck down and killed by a US diplomatic vehicle that came to Davis' assistance in the January incident. US officials denied Pakistan access to the vehicle, and the occupants are widely believed to have left the country.

Police have said they recovered a Glock pistol, four loaded magazines, a GPS navigation system and a small telescope from Davis' car after the January 27 shooting. The United States postponed a round of high-level talks with Afghanistan and Pakistan following failed attempts to free Davis, and US lawmakers threatened to cut payments to Pakistan unless he is release

A suicide bomber attacked a funeral procession in Adezai on Wednesday killing at least 34 people and injuring 45 others..

The suicide bomber was targeting members of an anti-Taliban militia attending funeral prayers for the wife of a militiaman in Adezai village, near Peshawar that leads to the border tribal regions, DCO Peshawar, Siraj Ahmed, said.

The attacker mingled with the mourners before setting off his explosives, Ahmed said.

"People had gathered and had just started praying when a boy walked in and blew himself up," survivor Mohammad Eman told Geo News.

Tehrik-e-Taliban Pakistan claimed the responsibility of attack.

Bloodied shoes and caps littered the ground where the attack took place, on the outskirts of the city, as stunned survivors milled around or bundled the wounded into trucks and away to hospital, television images showed.

Federal Minister for Minorities, Shahbaz Bhatti was assassinated in a firing incident in Islamabad, Geo News reported. Hospital spokesman Dr Azmat ullah Qureshi confirmed that the minister succumbed to the injuries.

He was rushed to the hospital. Unknown assailants shot the minister when he was leaving from his house in Sector I-8.

Karnal Sher Khan (1970–1999) (Urdu: کرنال شیر خان) was a Pakistani Army officer and one of only 10 recipients of Pakistan's highest gallantry award, the Nishan-e-Haider. He was a Captain in the 12 Northern Light Infantry (NLI) and, previously in 27 Sindh Regiment of the Pakistan.

Captain Sher Khan was born in Nawan Killi, a village in Swabi District of Khyber-Pakhtunkhwa. Karnal is localised form of Colonel. Karnel Sher Khan's home village of Nawan Kali (means: New Village) has now been named after him as Karnal Sher Killi (Village of Karnal Sher Khan).

The government of Pakistan awarded Captain Karnal Sher Khan with Nishan-e-Haider, the country's highest gallantry award. Captain Karnal Sher Khan was posthumously awarded Pakistan's highest gallantry award, the Nishan-e-Haider, for his actions during the Kargil Conflict with India in 1999, on the recommendation of the Indian Army.
The following is the official statement by the Pakistani Army:
"Captain Karnal Sher Khan emerged as the symbol of mettle and courage during the Kargil conflict on the Line of Control (LoC). He set personal examples of bravery and inflicted heavy losses on the enemy. He defended the five strategic posts, which he established with his Jawan's at the height of some 17,000 feet at Gultary, and repulsed many Indian attacks. After many abortive attempts, the enemy on July 5 ringed the post of Capt. Sher Khan with the help of two battalion and unleashed heavy Mortar firing and managed to capture some part of the post. Despite facing all odds, he lead a counter-attack and tried to re- capture the lost parts.But during the course he was hit by the machine-gun fire and embraced Shahadat or martyrdom at the same post. He is the first officer from the Khyber-Pakhtunkhwa province to be awarded with Nishan-e-Haider."

Mohammad Younus Khan (Pashto: محمد یونس خان), (born November 29, 1977 in Mardan, North-West Frontier Province) is a Pakistani cricketer and former captain of the Pakistan national cricket team. Younus' name is often spelled Younis Khan, but he has been quoted as saying, "My name is Younus Khan. I tell people that everywhere, but they don’t listen." He is only the third Pakistani player to score 300 or more runs in an innings.
On March 10, 2010, Younus, along with another player, Mohammad Yousuf were axed by the Pakistan Cricket Board from playing for Pakistan in any format for an indefinite period, following an inquiry report which suggested that both the player were involved in breaches of discipline by inciting divisions within the team. The ban was overturned three months later.

Sahibzada Mohammad Shahid Khan Afridi (Urdu: صاحبزادہ محمد شاہد خان آفریدی) (born 1 March 1980 in Khyber Agency of the Federally Administered Tribal Areas, Pakistan), popularly known as Shahid Afridi (Pashto: شاهد ‏افریدی) is a Pakistani cricketer and current One Day International (ODI) and Twenty20 captain of the Pakistani national team in the international circuit. He made his ODI debut on 2 October 1996 against Kenya and his Test debut on 22 October 1998 against Australia.

Pakistan captain Shahid Afridi completed his 300 wickets in One-day Internationals when he scalped his Sri Lankan counterpart Kumar Sangakarra during their World Cup clash here at the R premadasa Stadium on Saturday.

Afridi, who picked up a five-wicket haul in Pakistan’s opening match against Kenya in Hambantota, was once again in his element as he took the key wickets of opener Tillakaratne Dilshan and Thilan Samareweera before getting rid of Sangakkara, Sri Lanka’s top scorer.

The flamboyant allrounder reached this major milestone following 314 ODI appearances. He has also scored 6606 runs in one-dayers. He has now became the second player after Sri Lanka’s Sanath Jayasuriya to reach the milestone of 6000 runs and 300 wickets in ODIs.

Pakistan People’s Party following its ouster from the Punjab Government claimed that serious and sincere steps were taken for implementation of the 10-point agenda presented by Pakistan Muslim League-N and claimed that 100 percent progress was made on most of the points.

“Pakistan People’s Party did not drag its feet because this 10-point agenda is our agenda and it is also part of our manifesto,” PPP central leader and Federal Minister for Inter-provincial Coordination, Senator Raza Rabbani argued while addressing a press conference.

Federal Law Minister Babar Awan, former information minister Qamar Zaman Kaira, PPP leaders Tanvir Ashraf Kaira and Raja Riaz were also present on the occasion.

Raza Rabbani, however, said PPP would now play the role of active opposition in the Punjab.

Earlier today, PML-N Chief Nawaz Sharif, at a press conference, announced to oust PPP ministers from the Punjab cabinet after inconclusive talks with the government on implementation on 10-point agenda.

Raza Rabbani presented in detail the position of PPP in connection with the progress made on the 10-point agenda put forth by PML-N.

“I was disappointed when it was said that no progress was made on the 10-point agenda and that even a 30 progress would have been considered reasonable,” he said.

He argued that the PPP-led government took up with utmost sincerity and seriousness all the points of PML-N agenda and also claimed that 100 percent progress was made on most of these points.

“People’s Party always believed in the policy and politics of reconciliation and took all the major decisions jointly by taking all its coalition partners on board,” Raza Rabbani said.

Pakistan Muslim League-N Chief Nawaz Sharif has announced to oust PPP ministers from the Punjab cabinet after inconclusive talks with the government on implementation on PML-N 10-point agenda, Geo News reported on Friday.

This was announced in a press conference following a crucial meeting of PML-N central committee and other members in Islamabad.

In the meeting Ishaq Dar, chairman of the dialogue committee constituted for dialogue with the government, briefed the participants of the meeting on the progress on implementation on the agenda.

Nawaz Sharif alleged that President Zardari wanted to give constitutional status to Nov 03 measures of former President Gen Pervaiz Musharraf (retd).

He further said that government did not accept the independent judiciary with open heart.

President Zardari had promised to reinstate the judges in 24 hours but failed to fulfill his promise, Nawaz said added that judiciary could be restored on the very first day of the government.

He charged that corruption is being protected today.

Nawaz Sharid added that the Supreme Court is trying to bring this menace to an end.
