Disastrous floods

 The recent torrential rains have resulted in a truly alarming situation. Khyber Pakhtunkhwa, already reeling from escalating terrorism, has in particular been hit hard.

Extensive flooding has affected over 400,000 people and killed well over 400. Thousands of homes across the province and the adjoining tribal areas have been inundated, and in Swat, houses, bridges, hospitals, roads and communication networks have been washed away. Gilgit-Baltistan and Azad Kashmir are virtually cut off because landslides have blocked major road links, while the arterial Karakoram Highway has suffered extensive damage. In Balochistan, floods have affected over 60,000 people and killed 80 in just one week. The other provinces have not been spared either. Devastating flash floods and hill torrents have caused widespread damage in three districts of Punjab, while in Sindh, hundreds of acres of agricultural land have been inundated in Sukkur. Yet this unleashing of the wrath of the elements may not be over. The Federal Flood Commission has noted that the level of water in dams and barrages across the country continues to rise, while flooding in low-lying areas of Khyber Pakhtunkhwa could worsen within days. Meanwhile, Sindh faces a massive in-rush of water flowing downstream.
The response of disaster management cells and authorities has been slow to say the least, and officialdom has in many areas been conspicuous by its absence in bringing relief. That said, however, it is clear that the scale of the disaster is such that it has inevitably overwhelmed whatever resources are available to bodies such as the National Disaster Management Authority. The thousands of people affected by the rains and floods need help, and need it fast. The stranded need rescuing while those in risk zones need to be evacuated; it is essential that the government divert every possible resource towards this end. Meanwhile, shelter, food, drinking water, medicines and clothing must be distributed without delay. Efforts made in this regard by the government, as well as civil society, could prove invaluable and save lives. The country must mobilise itself to meet the challenges posed by the worst monsoonal disaster seen in decades.
After the initial crisis is weathered, policymakers should turn their attention to the long-term measures required to mitigate the effects of natural disasters. This includes not just preparing contingency and coordinated response plans but also addressing issues such as wide-scale deforestation and the need to construct small dams and reservoirs in places where they could absorb excess river flows and rainwater, and store it for use during dry periods. Experts believe that climate change is increasingly giving rise to extreme weather. Pakistan must prepare itself.

جائے وقوع پر صحافی بھی میاں افتخار سے دور رہتے ہیں کیونکہ وہ طالبان کے ہٹ لسٹ پر ہیں۔
پاکستان کے صوبہ خیبر پختون خوا حکومت کے ترجمان اور صوبائی وزیر اطلاعات میاں افتخار حسین کے ساتھ بالآخر وہی کچھ ہوگیا جس کا بہت عرصے سے خدشہ ظاہر کیا جارہا تھا لیکن اس مرتبہ نشانہ وہ نہیں تھے بلکہ باپ کے کیے کی سزا اکلوتے بیٹے کو ادا کرنا پڑی۔
میاں افتخار حسین کے صاحبزادے میاں راشد حسین کو نامعلوم مسلح افراد نے سنیچر کو پبی کے علاقے میں فائرنگ کرکے ہلاک کر دیا تھا۔ طالبان کی طرف سے اس قتل کے حوالے سے متضاد دعوے سامنے آئے ہیں۔ کالعدم تنظیم تحریک طالبان پاکستان کے مرکزی ترجمان اعظم طارق نے اس ہلاکت سے لاعلمی کا اظہار کیا ہے۔ تاہم اس بیان کے چند ہی گھنٹوں بعد تنظیم کے ایک نائب ترجمان احسان اللہ احسان نے اس قتل کی ذمہ داری قبول کر لی۔
احسان اللہ احسان سے جب پوچھا گیا کہ طالبان کے مرکزی ترجمان اعظم طارق نے آج ہی اس قتل سے لاعلمی کا اظہار کیا ہے تو پھر وہ کیوں یہ ذمہ داری قبول کر رہے ہیں تو انہوں نے کہا کہ ’اعظم طارق کسی دور دراز علاقے میں ہیں اس لیے انھیں شاید ابھی تک یہ پیغام ملا نہیں ہے، یہ کارروائی ہم نے کی ہے اور ہم ہی اس کی ذمہ داری قبول کرتے ہیں‘۔
انہوں نے مزید بتایا کہ جو حملہ آور اس کارروائی کےلیے بھیجے گئے تھے وہ اپنے مقام پر واپس پہنچ بھی چکے ہیں۔
میاں افتخار حسین کا شمار قوم پرست جماعت عوامی نیشنل پارٹی کے اہم رہنماؤں میں ہوتا ہے۔ وہ خیبر پختون خوا میں شعلہ بیان مقرر اور ایک دلیر سیاستدان کے طورپر جانے جاتے ہیں۔ اگر یہ کہا جائے کہ وہ خیبر پختون خوا بلکہ پاکستان کے واحد سیاستدان ہیں جنھوں نے سب سے پہلے طالبان کے خلاف میدان کھل کر بات کی تو کچھ زیادہ غلط نہ ہوگا۔ انہوں نے سوات طالبان کے خلاف رائے عامہ کو ہموار کرانے میں انتہائی اہم کردار ادا کیا۔
گزشتہ سال مارچ میں سوات امن معاہدے کے بعد جب طالبان نے بونیر کی طرف پیش قدمی کا آغاز کیا تو صوبائی حکومت میں میاں افتخار حیسن واحد صوبائی وزیر تھے جنھوں نے سب سے پہلے اس پیش قدمی کی بھرپور مخالفت کی اور طالبان پر امن معاہدے کی خلاف ورزی کا الزام لگایا۔ ان دنوں یہ بہت بڑی بات تھی کہ کوئی حکومتی وزیر براہ راست کھل کر عسکریت پسندوں کے خلاف میدان میں آ کر بات کرے۔ یہ ایسا وقت تھا کہ ایک طرح سے طالبان کو پورے مالاکنڈ ڈویژن پر کنٹرول حاصل تھا۔ لیکن دوسری طرف میاں افتخار حسین نے اخباری بیانات اور ٹی وی انٹرویوز میں عسکریت پسندوں کو ’دہشت گرد، قاتل اور بے دین‘ جیسے ناموں سے پکارنا شروع کیا۔
یہ ایسا وقت تھا کہ کراچی سے لے کر خیبر تک تمام سیاستدان طالبان کے حملوں کے خوف کی وجہ سے گھروں سے باہر نہیں نکل سکتے تھے۔ کئی وفاقی وزرا اور سیاستدان تو بیرونی دوروں پر جانے کے بعد کئی ماہ تک وہاں قیام کو غنیمت سمجھتے تھے۔
پشاور میں جب دھماکوں کا سلسلہ شروع ہوا تو بعض وزرا ڈر اور خوف کی وجہ سے صوبائی کابینہ کے اجلاسوں میں شرکت سے کتراتے تھے۔ لیکن اس دوران میاں افتخار حیسن میدان میں ڈٹے رہے اور ہر دھماکے کے تھوڑی دیر بعد جائے وقوع اور پھر مرنے والے افراد کے لواحقین سے اظہار تعزیت کےلیے ان کے گھروں پر پہنچ جاتے تھے۔ بعد میں سینئر صوبائی وزیر بشیر احمد بلور بھی ان کے ساتھ شامل ہوگئے۔

میاں افتخار کے بھتیجے میاں امجد حسین جو ان کے بیٹے پی ہونے والے حملے میں زخمی ہو گئے۔
ان دنوں ذرائع ابلاغ سے گفتگو میں وہ ایک ہی بات بار بار دہراتے تھے ’میں نے اپنے سر پر کفن باندھا ہوا ہے اور اب میں پیچھے ہٹنے والا نہیں ہوں۔ یہ دہشت گرد رہیں گے یا میں رہوں گا، ہماری حکومت دہشت گردوں کو شکست دیکر ہی رہی گی‘۔ یہ ایسا وقت تھا کہ ان دنوں دھماکے بہت زیادہ ہوا کرتے تھے اور جب میاں افتخار جائے وقوع پر موجود ہوتے تو صحافی بھی ان سے دور رہتے ہیں کیونکہ وہ طالبان کے ہٹ لسٹ پر ہیں۔
ایک موقع پر سوات طالبان کے سربراہ مولانا فضل اللہ نے یہاں تک کہہ دیا کہ اگر میاں افتخار حسین ان کے ہاتھ لگے تو وہ انھیں افغانستان کے سابق صدر ڈاکٹر نجیب کی طرح پھانسی دیں گے۔
وہ سوات آپریشن کے دوران مسلسل ذرائع ابلاغ کے ذریعے فوج پر فیصلہ کن آپریشن کےلیے دباؤ ڈالتے رہے۔ کئی مواقع پر انہوں نے اپنی حکومت اور پارٹی پلیٹ فارم سے فوج پر تنقید کرنے سے بھی دریغ نہیں کیا اور اکثر کہا کرتے تھے کہ فوج کو سوات میں ’ فرینڈلی آپریشن‘ کی بجائے موثر کارروائی کرنی چاہیے اور اس کےلیے ان کی پارٹی ہر قسم کی قربانی دینے کےلیے تیار ہے۔ پھر ان کی پارٹی کو بلاشبہ قربانی بھی دینا پڑی۔
پاکستان میں جس طرح عوامی نشینل پارٹی نے کھل کر طالبان کی مخالفت کی ہے ابھی تک کوئی دوسری جماعت اتنی جرات کا مظاہرہ نہیں کر سکی ہے۔ اے این پی نے طالبان مخالفت کی بھاری قیمت بھی ادا کی ہے اور اب تک مالاکنڈ ڈویژن میں ان کے سو سے زائد کارکن اور ممبران صوبائی اسمبلی طالبان حملوں میں ہلاک ہو چکے ہیں۔
بعض تجزیہ نگار تو یہاں تک کہتے ہیں کہ فوج کو مالاکنڈ ڈویژن میں ایک فیصلہ کن فوجی آپریشن پر مجبور کرنے کےلیے عوامی نیشنل پارٹی کی حکومت نے اہم کردار ادا کیا اور پھر حکومت میں شامل وزرا میں میاں افتخار ان سب میں پیش پیش رہے۔ لیکن اب جب کہ سوات میں امن قائم ہو چکا ہے تو وہ اکثر اوقات کامیاب آپریشن پر فوج کی تعریف بھی کرتے ہیں۔
سکیورٹی اہلکاروں کا کہنا ہے کہ طالبان کے ہٹ لسٹ پر ہونے کی وجہ سے حکومت نے میاں افتخار کی سکیورٹی انتہائی سخت کر دی تھی اور شاید یہی وجہ ہے کہ عسکریت پسندوں نے ان کی بجائے ان کے بیٹے کو نشانہ بنایا۔

Suicide blast near Mian Iftikhar residence: eight killed

Three Policemen among eight persons were killed and 20 others injured in a suspected suicide attack near the residence of Provincial Information Minister, Mian Iftikhar Hussain at Khansher Garhi in Pabbi at Nowshera district on Monday noon.

According to Police, the blast occurred when a large number of people and sympathizers were visiting the residence of Mian Iftikhar for offering condolence over assassination of his son by militants.

Medical Superintendent (MS) Pabbi Sattelite Hospital, Dr. Akbar Khan confirmed death of eight persons.

Emergency has been declared in the hospitals and doctors on leave have been called for duty, he added.

It merits a mention here that people belonging to every walk of life are visiting the residence of Mian Iftikhar to express their condolences over assassination of his son, Mian Rashid Hussain by militants.

Funeral prayers of Mian Rashid offered

PESHAWAR: The funeral prayers of Mian Rashid Hussain, son of Khyber Pakhtunkhwa’s Information Minister Mian Iftikhar Hussain, has been offered here in his native area, Geo News reported Sunday.

Various provincial ministers including the provincial Chief Minister Amir Hyder Khan Hoti, and the leaders of Awami National Party (ANP) attended the funeral prayers.

On this occasion, stringent security measures have been made.

The prayers of Mian Rashid Hussain were offered at a school here in his native area Noshehra Pabbi.

Prime Minister Yusuf Raza Gilani Thursday extended the term of Chief of Army Staff (COAS) Ashfaq Paervez Kayani for three years starting from November 29, 2010.

In a televised announcement, the Prime Minister said the decision to extend the term of COAS has been in consultation with the President Asif Ali Zardari ‘to ensure successful culmination of the ongoing war against terrorism’.

“The government is presently engaged in war against terrorism which is now in a critical stage,” the Premier pointed out, adding, this requires continuity of military leadership under the present Army Chief who led successful operations in Swat, Malakand and South Waziristan.

He said the Army Chief, due to his professional capabilities and leadership qualities, is looked upon with respect and honor both domestically and internationally.

The Prime Minister said the operations initiated against Army Chief remained engaged in the planning, execution and supervision of military operations, making possible success of the offensives launched against the militants.

General Kayani who succeeded Gen Musharraf as Pakistan’s 14th army chief on November 29, 2007, is a recipient of Hilal-i-Imtiaz and Hilal-i-Imtiaz (Military) for his meritorious services.

He served at various levels of command including his stint as Director General Inter Services Intelligence.

Besides being Chief of Staff Corps, General Kayani has also held the coveted post of Director General Military Operations.

General Kayani is a graduate of Fort Benning (USA), Command and Staff College Quetta, Command and General Staff College Fort Leavenworth (USA), Asia Pacific Center for Security Studies, Hawaii (USA), and National Defence College Islamabad.

He possesses wide ranging experience in Command, Instructional and staff appointments and has commanded an infantry Battalion, Infantry Brigade, Infantry Division and a Corps.

Early life & education
Malang Jan was born as Mohammad Amin in Bihsud District of Nangarhar Province, Afghanistan. When he was only 3 years old, his father, Abdul Shakoor died. He was 15 years old when he along with his family moved to Kama District i...n search of work. Few years later he went to Jalalabad to serve his 2 years military service. After completing his term in the military, he moved back to his home village to earn a living. While he was in his early twenties, his first poem was published in Etihade Mashraqi magazine. From there on he found fame and became one of the renowned poet of his time

Work and adult life
In 1945, he was invited to Kabul by Mohammad Daud Khan and in 1950 Prime Minister Shah Mahmud Khan allocated him 600 Afghanis as yearly pension. In 1953 he was re-invited to Kabul and appointed him as the manager of Pashto Music at Kabul Radio. Since he was illiterate, Daud Khan appointed him a personal teacher for six days. Within those 6 days he learned enough so he could write and read his own poetry.

While traveling back to his home village in 1957, he and his only son, Daud Jan died in a bus accident.

Senator Habib Jalib Baloch shot dead


A former senator from Balochistan gunned down near Musa Colony in Quetta on Wednesday morning. Habib Jalib Baloch, secretary of Balochistan Nationalist Party (Mengal), was shot dead by two unknown gunmen at Sariab Road outside his residence in Quetta when he was on his way to the local court. BNP has announced 40-day mourning and three-day wheel jam strike to protest against killing of its top leader. According to police, Habib Jalib was taking his children to school Wednesday morning when three motorbike riding gunmen opened fire at him near Musa Colony at Sariab Road. He was transferred to Civil Hospital Quetta in precarious condition, where he succumbed to his injuries.

Let’s negotiate

Due to the demands of a majority of Pakistanis and leaders like Shahbaz Sharif, Imran Khan, Munawar Hussain and other such groovy people, the Pakistan government has signed a peace agreement with the Taliban in Waziristan and South Punjab.

The peace deal comes after several rounds of negotiations and many glasses of orange juice.

The major points of the agreement are as follows:

- Strict and puritanical LBW Laws would be imposed in the Swat and Waziristan cricket league.
- The government and the Taliban will exchange prisoners and gifts – the government will gift Shahid Masood to the Taliban to fatten their pleasure of paranoia and a liking for conspiracy theories, while the Taliban will gift the government a goat.
- The Taliban will halt attacks on barber shops, music shops and girls’ schools and instead, attack saunas, discos and driving schools. Even though there are no saunas and discos in Waziristan, the government will build a few just so the Taliban can destroy them for fun.
- The Taliban cannot display weapons in public, especially suicide bombers. They will now have to explode themselves up in caves.
- The Taliban cannot operate training camps, other than only for holding ballet classes.
- The Taliban will denounce suicide attacks. However, they can hail heart attacks in the name of faith.
- A ban would be placed on raising private militias; but holding public floggings is allowed.
- The Taliban will cooperate with the government to vaccinate children against polio – especially that variant of polio that causes delusional migraines. Thus, instead of bullets, the government will now fight terrorism with aspirin.
- Only licensed FM radio stations would be allowed to operate in the region. However, the Taliban will get to pick their own RJs.
- The Taliban will allow goats of Swat to perform duties at their work place without any fear. The women of the region, however, will have to wait for this opportunity. They are way down in the Taliban’s priority hierarchy, bellow men, suicidal boys, men, goats, more men, and Yeti, the abdominal snowman.

A similar agreement was signed with the Taliban in 2007. But the Taliban promptly disobeyed the terms of the deal and began to overrun police stations and enforce strict LBW Laws through coercion. The Taliban had blamed the government’s plan to paint the Red Mosque in magenta colour. They hate magenta.

Historically, the Pakistani Taliban is the group behind the ideological inspiration for the Afghan Taliban, which is the group behind the ideological inspiration for the Chinese Taliban, which is the group behind the ideological inspiration for the Luxemburg Taliban, which is the group behind the ideological inspiration for the Martian Taliban. It is fair to remind people that the Pakistani Taliban had sent over 10,000 fighters into Afghanistan to fight Darth Vedar and his evil forces in 2001: A Space Odyssey, which was quite a trip, man. Like, far out.

The government is also close to signing a deal with Luke-ul-Skywalker, the leader of the Pakistani Taliban who was allegedly behind the brutal suicide attack that knocked off Mian Nawaz Sharif’s brand new toupee.

Cricketer-turned-politician-turned-turnip, Jim Khan, who taught some of the Taliban the art of bowling reverse swing, is not happy with the peace accord. In protest, he decided to join the Jamat-i-Islami’s ‘long march’ (which is merely 200 kilometres compared to Mao Tse Tung’s 6,000 kilometres long march, but who’s counting?).

Disagreeing with the accord, Jim Khan hurled accusations at the present government and said he was right to boycott the February 18 elections because the results have brought nothing but blood, bombs and ball tempering.

He then set out with his party workers (all seven of them), to march against the government to instate the jirga system in the Diplomatic Enclave in Islamabad.

Hearing this, President Zardari, while having orange juice with his Chinese counterpart said: “I say, old chap, it will be a ghastly understatement to suggest that this fellow is rather confused,” to which his Chinese counterpart said something that nobody understood but Sherry Rehman insisted it meant “yea, baby, yea!”

Interestingly, the terms of the Swat peace deal do not call for the Taliban to halt cross-border attacks inside Afghanistan, not that there is much left in Afghanistan to attack, except maybe some shaky magenta coloured ruins. They hate magenta.
